You can peak one, two, three...maybe even four times a year!
Yes!
If you want to lay in a base and some periodized training (q.v.), you need a few months at least. This is why you would not speak seriously of peaking in June and then again in July. (However, you might peak in June AND July, if you have a slew of events running close together there.)
A typical xc/track person would seek to peak around end-of-season meets in November and May/June. A distance person who does two big marathons a year would arrange his training to peak during those races.
I think that's how it works.
