It's a sign of a poorly managed game. Cards should be kept on the table at all times. Players are to look at them by cupping with both hands and lifting the edges just enough to see.
As far as YOUR obligation goes, there is none. If someone flashes their cards use the information.
Flashing cards is an offense against the entire table. You tell the turkey to quit flashing his cards or he'll be asked to leaved the table.

He doesn't ahve cupping and peaking quite dialed in. Watches too much WSOP. I expect him to show up with mirrored glasses next, so we can see the cards in the reflection.

When did I ever say anything about the importance of poker, or that a poker table is a great place to be? It's not. Poker is boring, and the objective is to extract money from compulsive people.
Someone who flashes cards IS violating table etiquette. They should be asked to leave the table.
