I'm too lazy to look it up right now, but they mostly ban substances only if they have negative side effects.

No banned substance are set by a committee at WADA. They meet and if a substance meets two of the following three, they ban it
1) it enchances performance
2) it endangers health
3) it violates teh spirit of sports
It was 1 and 3 they were susing to ban altitude tents. They have no side effects are are not even drugs!
Basically WADA sets the list and the thresholds where ever they want.
For instance, caffeine was on the list, removed a few years ago and may come back on (it is currently on a "watch list")
So, it maybe put on the banned list someday. Maybe it is not on it now becasue they don't have markers for a urine test.
