My son is a high school runner and he is certainly going to run D1 in college. Is it against the rules for him to receive free shirts and warm ups and wear them at meets from a local owner of a running store?

yes, it is against NCAA rules, but as long as no one finds your you're fine. The NCAA has better things to do than track down cross country runners who got some free stuff.
I am not 100% sure actually. I know once he is in college he definently cannot wear it, but not sure about in high school. I would guess that if he is actually in high school it shouldn't be a problem.
I don't think it is big deal, guys that run for college teams and do some road races during the summer, run for our stores team and they get free shirts, singlets and warmups, Unless there is some kind of contract involed I would do it.
Be VERY careful. As an NCAA athlete, he will have to sign numerous forms stating he has never received free goods for his performance. Some jealous competitor or coach could easily turn him in.
Thank you, however it is not for his performance. It is just a gift, which also says the name of the running store on the shirt.

Even though it's jut a "gift", it is in fact for his performance - would he be getting this "gift" if he wasn't a runner (that's how the ncaa would make the distinction).
