That depends... do you mean the "Start" bar?
If so, ensure that your Quick Launch is already turned on:
- Right-click the Start bar, choose "Properties," and then ensure that the "Show Quick Launch" box is checked.
- After that, you should be able to drag any desktop shortcut into the Quick Launch field.

The quick launch box is checked. But what field?? I've done plenty on a computer, but I can't google this or find any info on this basic thing. WTF quick launch FIELD??

Relax...I can talk you through this.
If the box is checked, you should have a small set of icons on your taskbar (a.k.a. Start bar). This area is also know as the "Quick Launch" field. By default, it will start off with two icons: Internet Explorer and Desktop shortcuts.
If you drag a desktop shortcut into this small section of the taskbar, it will remain there for future use.

It's not going though. I got rid of the IE on the taskbar on accident. So I created a desktop shortcut. When dragging (quick launch button's on), it gives the forbid symbol as soon as the icon's dragged over the taskbar.

Next, ensure that any shortcut you're dragging towards the taskbar is actually being placed within the Quick Launch field, or else it won't work. If it helps, temporarily unlock the taskbar. Right-click on it, choose "Properties," and then uncheck the "Lock the taskbar" box. After that, the Quick Launch field should now have a small pair of vertical dotted lines on either side that can allow you to expand or shrink the Quick Launch area with your mouse.
Finally, you shouldn't need to actually make an IE shortcut for your desktop. It's one of the default icons. Right-click on your desktop, choose "Properties," and then click the "Desktop" tab on the upper-left. Click the "Customize Desktop" button on the lower left. After you have done that, you should see four boxes corresponding to Desktop Icons. Ensure that the Internet Explorer box is checked. Once the IE icon is on your desktop, drag it to the Quick Launch field (after expanding the field size, if necessary). Go back in afterwards and lock the taskbar once again, and you're in business!

Problem solved. I'm at work and turns out only the System Administrator can add items to the bar. I was a bit panicky, because I was adding new programs for my boss's boss when deleting the item from the bar. Our IT guy resolved it.... but figures that when a chance comes to shine with someone high up, I had to screw it up. Not only that but it was IMPOSSIBLE for me to correct my mistake. It figures (still pissed off). Thanks for your time in this.
