Gas and electricity are expensive due to Democrat-imposed regulations. Housing is expensive in part due to regulations. Property crime and terrible schools in some urban areas mean you either have to go private or move to a decreasing number of desirable neighborhoods which push the prices way up. Rampant corruption means you get to pay higher taxes for an even worse government (look up the high speed rail for a good laugh). Government mismanages the forests so you have to put up with wildfires which they'll blame on "climate change." Prop 13 means you get to pay more in property taxes to offset all the boomers who bought homes in the 80s and had their tax rate fixed for life. A $200 speeding ticket can turn into $700 with all the add-on fees to various slush funds. It's expensive due to choices your party has made which is why despite the great weather it still manages to drive millions of people away.
If it was the state where most people would like to live people would be moving in. They are moving out.
California and NY have been the #1 or #2 economies in the country for over 100 years whether they were red or blue. This is because they are the major ports of entry for the largest economy on the planet not because of the political party of the governor.
In recent years, however, the Democrats have become so extreme they are destroying the state. It is not normal for states to be losing population. In every case the states that are losing population are losing the population because of Democrat policy.
