a pair of thick gloves with medium gloves under them or maybe a couple pairs of socks on your hands. Tights or joggers if you're going to be out more than an hour - maybe. I used to do runs in shorts down to windchill 18, but IDK about that anymore. long sleeve shirt and a jacket. thermal headband or maybe a cap.
Its almost impossible to pick winter clothing exactly right and guessing wrong means being really sweaty or something going numb. It kind of sucks compared to normal weather in the 40s or above.
This just about nails it. I'm definitely wearing tights on my lunch run, possibly with half tights underneath. Only thing I'd add to the post above is possibly a Buff around your neck tucked into your jacket. It keeps heat in and can be pulled up over your face if the wind is really bad.
The biggest game changer for making windy winter running bearable was discovering how to properly wear a Buff/neck gaiter. Wrap one around your head under a hat so it covers/protects the side of your face down to your neck and running is so much more comfortable. Additionally, I generally wear a cotton hoodie, running tights, and cotton gloves. If it's especially windy, I will include a windbreaker, and more layering around the groin region, and maybe some synthetic gloves.
Not a fan of the cold, so I'll go with tights over shorts, long sleeve base layer with a warm zip up top, hat, gloves. The key is getting materials with some wind-blocking properties.

Probably need a little more info: what type of run? Workout or recovery or steady mileage? Because based on that I’m wearing something different for each run.
In general, in 20 and chilly would wear tights with pants over for bottoms and then on top a long sleeve with a jacket over it. Gloves. And yes, the best revelation for me since I visited Spain, a buff. Absolute must. Only thing that keeps me warm and comfortable.
The only things I really worry about in the winter are hands and the pecker. Gloves are terrible, they isolate all your fingers from each other. Mittens feel much warmer. I have a super light pair of saucony mittens that are good down to below-0 F.

today it is mid-40's with a chance of rain this afternoon. I have a run on the schedule but might reconsider if there is a freezing rain when I leave work.
