How many more gold medals do non-Africans have to win before it becomes clear that the African domination of the last 30 years was due to EPO and the lack of testing? Olympic 1500 champion, World 1500 champion, World 5000 champion.

An Australian 16 year old almost breaks Jakob's age record for 1500. Woody Kincaid runs 12:51 indoors....

Not technically true as Lagat ran 3:27.40 while an American citizen though he was still representing Kenya until the following year. But he certainly ran 3:29 a couple times while an American representing America as well.

The American record is Lagat’s 3:27.40 from 2004, not his 3:26. I don’t think it should count given he competed for Kenya at the Olympics that year, but he also ran 3:29.30 in 2005 and 3:29.68 in 2006, so he needs to be on the list.

I am the OP and I am not claiming anything about who the correct answer to this question is. Honestly, I am more interested in the criteria you use to find the "clean WR holder" than the answer itself. I am just curious how you came to your choice.
I, personally, would rule out the following runners:
a) have already been busted for doping b) peaked in the height of the pre-testing EPO era (1990-2000) c) suddenly became very good after years of competing at a “normal” elite level d) worked directly with a coach (or national federation) who has been known to use drugs with other athletes or e) got much slower after testing protocols were introduced.
But this is just me. Everyone is entitled to their own opinion, obviously. Who would you pick?

BTW, the "idea" isn't that there is a big gap between European and African runners in an ethical sense (they BOTH dope), but in different nations' approaches to anti-doping. For example, I am more confident that Germany will bust their own dopers (Dieter Baumann comes to mind) than I am for Russia. You agree with that, right? That isn't about race, that is about culture.
And there is nothing "subconscious" about it at all. I consciously know that different cultures have different attitudes about every aspect of sport and doping. That is what makes us all different - Russia is not Kenya. Kenya is not Japan. Algeria is not Ethiopia. Etc. All those countries have had doping busts but they don't all have the same anti-doping values. Who do you believe was really 100% clean when he made the sub-3:30 list?
I picked Jakob based on essentially your entire criteria there and it got voted down so I guess people think J.I is on the sawce too.
I've not seen any evidence or suspicion on Jakob but some people here seem very dubious.. Why I think he has a good hance of being clean:
1. Always been good. In fact, always been the best, there is no spike in performance
2. From a quick family, good stock
3. His dad coached him.. you'd want to be a total scumbag to juice your kids.. no mom would let it happen..
4. They invited live TV cameras into their lives for years. This a totally unnecessary risk if stuff going down.
5. His peers and competitors, e.g. the ones coffee club - seem to love him. Contrast this with the attitudes toward suspected people.
Hendrik was supposedly listed as a person of interest on that leaked report, but I didnt see anything there and there were a lot of names listed. Maybe it's this and him being good (still, as he has been since 13) that make people suspicious.
Impossible to say for sure but I can't see a reason to put jingy on the naughty list. Not comment ting on the rest of them.. always a fan of el g, but few doubts snuck into my mind there and cant shake them (the fact it was from a non testing era and prompt retirement at young age when testing came in being the main one).
