Will 60 mile weeks do it compared to the low mileage I'd been running last year? (Including track work later in the year)

I think it’s possible. You clearly have the drive and desire to get better. As for how to do it, I don’t have much to add beyond the sample training week I mentioned above. Good luck!
Thank you.
Is it normal for most of my mileage runs to hover around 8 minute pace? My easy day pace is about 8-9 min pace for 4-6 mile runs, and if i go to 7:30 pace I feel like I'm "trying"' more than I should in a easy day. Although, sometimes I can feel really good going 7:20 to 6:50 in my 6 mile mileage runs. Just wondering why there is so much difference between days.
It’s normal for your easy pace to fluctuate depending on the day. Several factors such as sleep, weather, and stress all come into play. The most important thing is making sure you are keeping them truly easy and not push or race them. With that said, even if feeling great I would hover toward a slower pace like the 8/9 you mentioned rather than consistently dropping it sub 7.
Recently, I've been pretty busy, but trying to keep up with regular running. I managed to run a new PR in the 5k (on track, so not as equal to a xc course) of 15:48 but very easily. I started out with 30 min tempo, but felt really good, so just went 75-80% effort and ran a PR. Hoping to run sub 3:56 in the 1500m this year, just curious of all your opinions on when I should start harder 8x400s or 4x1200s/ interval work.
tbh you dont need "harder" efforts until march. All comers races every so often + lots of threshold will get you in better shape aerobically than grinding out Vo2 for a whole season.
