Look at behavior of 1/4 billionaire plus people.
Some may have a home in Europe, but, no doubt, unless a rich foreigner is a dictator or has a royal title or operates a thriving business overseas, rich people often want to be a U.S. citizen.
Look even closer. Greater Seattle area has more billionaires per capita compared to any metro area in U.S. Greater Nashville is showing to be a favorite spot for $100 million and up crowed. No state income tax in TN or WA.
How much can taxes be raised on U.S. billionaires, about 800 or 900 of them before they seek permanent citizenship outside of U.S? A lot. A billionaire, in theory could cut a deal with leader of an underdeveloped country, a low tax arrangement. What happens if ruler in said underdeveloped country changes his mind? What happens when ruler of underdeveloped country is eventually thrown out of office or is murdered?
Most U.S. billionaires aren't fluent in enough languages to consider leaving and risk of leaving U.S. are huge. See Romanov Family Executions almost 106 years ago.
