No, that's not how it works. At all. The college someone transfers to will either take their undergrad credits or they won't, based on that school's policy.

Most athletes don't want to take extra classes so they usually won't transfer to a school if that's the case.
They either stay at their current school and finish their bachelor degree, or they keep looking around in hopes of eventually finding an admissions department that accepts the classes they've already taken.
"This person runs fast" is not part of the admissions department's decision as to whether or not to accept all of someone's credits from another school.
