This is the right answer… tough to give specifics with out knowing a bit more about them, like what they want to major in, what their grades/SAT are like, big city/small town and if they are specific states they want or what to avoid… but d1 did not an option.
I'm not a fan of junior college for the vast majority of people, so I would not recommend that route.
He is solidly in the D3 wheelhouse right now. Most D2 teams would be happy with him too though (just not the best ones).
As was said, we don't really have much to go on here. If he's a big Conservative Christian, then NAIA schools (many of which are Christian schools) would be a choice.
What fits for him is a lot of things...how good of a student is he? Does he care about male to female ratio? What does he want to major in? Big school? Small school? City? Suburbs? Boonies? Religious? Liberal? Conservative? Does he care how good the team is?
State school club team. Low cost and low pressure.
D3 probably. If he is a good student like you say, a lot of the really good academic schools are D3. Also, assuming he continues to improve, I’m sure he could be a contributing member to a solid D3 program, which wouldn’t be the case for any half way decent D1 program. I’d take a look at the results for XC west region D3 results, any of the schools there are probably a solid option.
I'd go D3 for more reasons than just running times. Not that those are slow for a junior, because they're not. D3 over D1.
