And what happens if he never gets the speed back? Being a 47/1:42/3:39 guy might be better than being a 48/1:44/3:34 guy. Getting that strength causes adaptations which might not be what you want for the 800ms. You need to walk that fine line between endurance and aerobic strength.
But given how fast he was indoors (1:13.77 indoors is flying. Indoors tends to be worth .5-1s for most guys) and then slow outdoors (1:15), I am thinking the foot injury is the bigger factor than training.
