At my high school, slowest runner ran 1600m in 10+ min and 5k in 25 min .
5:45 for mile was our worst runner this year. We weren’t good at all though I was the only person who could even go sub 5 on my team

If it is that hard to find a runner who can go sub 5, how are high school XC teams supposed to be able to get a team to NXN?

Did they work hard during practice?
I was that guy at one point. Ran 26:30 my soph year and 16:30 in the winter of my senior year in the middle of a 5 mile tempo before covid canceled my track season

What led to a major jump in improvement for you?
Where I’m from distance running is not a thing. We have 5 girls on the xc team. Our track team is carried by sprinters and hurdlers. Sub 5 is not difficult by any means considering I ran it on around 15 mpw. Not many kids here are willing to put in any work

Yet, I am running at 30 MPW and still can't break 5

You shouldn’t compare yourself to others

I know, but it feels unfair when running is easier for you compared to me
Right around 21 minutes for 5k in xc. David you spend way too much time focusing on what others can do and not what you can do. There is always going to be someone faster than you. If you wish to enjoy running, you need to focus on your own improvement, not times others are running.

Are workouts necessary if I want to become faster at running? I am debating whether I should do another 5 mile easy run or do a 20 minute tempo run.
David, I will very often have male runners who aim to break 7:00 in the mile. THere are severely obese kids once in a while who try to work towards 35.
But in an average year, I'd say my slowest runners are usually in the 22 something range by end of year. And this is difficult for the aces on this site to believe, but 20 minutes is still a magical number for many untalented runners. Many get stuck around 20:30 and can just never advance. Though these are certainly not kids who are putting in consistent summer miles!

And I feel the same way towards kids who run 4:16 off of no training. It’s just how life goes and I know I have to work to my potential and not focus on others

I was asking whether or not I should do one tempo run per week.

No you weren't. You were asking how fast the slowest guy on the xc team runs because you want to be coddled and told you aren't bad at running. You want people to say you're better than someone. You will hamper your own improvement as long as you continue to approach running with this attitude. Everest is insurmountable for someone who's never seen a hill higher than a rock wall and you won't see sub 5 if you don't take a step back and focus on your own running instead of everyone else's.

Fine. I will stop comparing myself to others.
1 tempo run, 1 other workout a week, 1 long run, all easy days apart from them.
