Uceny caused the contact by running on the inside right into Simpson, which caused Simpson to stumble forward. That's what I see.

She was in the front. Its possible she threw an elbow but I can't tell by the video. I'm sure Simpson felt Uceney trying to pass inside and that close to the line protected her space by staying close and falling forward.
In a distance race in the last 10 meters you can't be making people think about rules when they are competing. They don't have time to come up with a plan other than get to the finish.
She didn't cross Uceney's path intentionally to block her. She never changed her lane.

Simpson started on the outside of lane 1, and finished on the outside of lane 1. There was minor arm contact, and Rowbury either stubbed her right toe or also dove. Her fall was not caused by Simpson and vice versa.

The way I see things . . . Simpson probably caused the contact but it was not enough reason to DQ. I believe that if you work your ass off and fairly put yourself in the front, you deserve the advantages that come with that position.
If your strategy is to come from behind, you must accept the risk that your line to pass may not be open.

I think even the most blindly stubborn of Jenny supporters realize deep down inside that she stuck out her arm in an desperate attempt to prevent the inevitable, which was getting passed at the line. It doesn't matter if she was in the lead at the time, or how slight the move was or how dainty the contact was. IT WAS THE REASON SHE WON.
It is a move that has played out in races at all levels hundreds of times. Poistogova did it to Wilson last year. Robles did it to Lui Xiang. For some people, for a lot of people, even pros, it is a knee jerk reaction that comes out when they realize they are about to lose in the final inches. Jenny is now one of them.

Exactly. What a joke some people on LR are.Jenny took a line coming off the turn (outside of lane 1) and maintained it to the finish. Her left wrist (not an elbow, not a shoulder) comes in contact with a competitor's arm trying to get by on the inside, which knocks Jenny off balance and she goes down, barely hanging on for the win.Two great things will result from this in the future: 1) Jenny will not swing as wide coming off the final turn (center of lane 1 has proven optimal here), and 2) Shannon will try to be better postioned to swing wide and not chance an inside pass again.

Jenny did not stick out her arm in an desperate attempt to prevent Shannon from passing her. She stumbled and threw her arm to keep her balance.
Jenny did initiate the contact, no doubt about that.
The contact was hardly enough to impede Shannon.
The contact was not enough to make Shannon fall. It looks like Shannon looked over as Jenny was going down and her foot caught the track somehow. Jenny was not close enough to her to make contact with her feet.
They both were going for the win and ended up falling across the line. Jenny won. Good race by Shannon.

There was lateral separation, and they were side by side. Rowbury was besde her, so Simpson had no right to move in. She also had no right to throw out an arm block, which impeded Rowbury, the reason why Simpson should be disqualified. Rowbury was not leaning. She fell because Simpson whacked her three times with her arm, holding her back, and her body couldn't keep up with her feet. The impact is evident when you watch the video from the side.
You need to learn a little about Track and Field. There is no way in hell any official would even think of disqualifiying Jenny.
