why are they having some random guy tell the second place runner to go the other way, easily could impact the race, at a major marathon why not just have a big open finish line?

Why do these course officials seem to be confused directing runners to the finish line? It looked like the one dude waved the runners to their right after Obiri finished on her left, then we see the others finishing on the left except Bates who finished on the right. Is it that difficult to cross a finish line?
