So far in his career, Robert Brandt of UCLA has gotten 8th in the NCAA '18 10K and 8th in both the NCAA indoor 3K and 5K. Has anyone else been as good at squeezing out All-American finishes?

So are you saying that coming 8th in the Olympics is worse than winning a parkrun?

I read it here said: trivia: Centro Jr holds the record for fastest tenth place in both the 1500 and the mile
fastest 10th place in the mile is 3:51.12 by Bethwell Birgen (KEN) in the Bowerman Mile at Eugene, OR on 31 May 2014. Matt Centrowitz has the fastest 8th place in the mile with 3:50.53, in the same race as Birgen, above.
you are right that Centro' has the fastest 10th place in the 1500m, though, 3:30.40 in Monaco on 17 Jul 2015.

On a different note... Making it to any NCAA championships in any event = WINNER.
Doing that and placing as high as eight multiple time = WINNER.

I thought the thread said, "the greatest 8th place runner of all time". Is that a big deal, requiring some sort of celebration? Probably only to the guy who came 8th - which can be close to last in a lot of finals. But it's got his fans here agitated.
The real question is who follows an NCAA 8th place runner that closely unless your a family members or teammate?
It would be like if I started a thread about guys who never make nationals and say isn’t this person the best person to never make nationals because he always misses it by a couple spots.

Why is that relevant? (other than that not everything that happens in the US matters to the rest of the world - and the claim made by the OP presupposes that it does. i.e. a largely anonymous US runner is the "greatest ... runner of all time".) I come from a country that has had more than its share of Olympic champions and world record holders.

by an amazing coincidence I have been looking at guys who make national finals, but just can't seem to win one.
turns out that Garrett Heath has been in 17 US national championship finals since June 2007 when he was 9th in the 1500m at Indianapolis up to a similar 9th place in the indoor 2 miles last month and his best finish so far has been a trio of 3rd places indoors (1 mile 2011 4:04.91i, 1500m 2014 3:43.97i, 1 mile 2017 4:00.31i). he also has five 4th places but that highly coveted 1-spot remains out of reach.
obviously, a man is not defined by his track career alone, Heath did win the Great Edinburgh X-Country race three years in succession, including beating both Mo Farah and Callum Hawkins on their own territory, Farah's first loss over the country in six years, and there are not too many folk who can hang that on their wall. he again pulled on the US uniform to run in the World Indoors in Doha 2010, and in 2013 he won the US 1 mile Road championship. he also owns an impressive set of pr's, 3:34.12 (3:41.03i) 1500m; 3:53.14 (3:54.59i) 1 mile, 7:37.97 (7:37.40i) 3000m, 8:29.43 (8:27.99i) 2 miles, 13:16.31 5000m, 27:56.11 10,000m, two of which were set last year so he is obviously not done yet.
