If you did run 30:33 off only 50 miles per week, then that's great. But it's hard to believe that and I'm not sure why a 17 year-old is running 10k's presumably on a track already.
Anyway, if you build up your mileage safely to eventually around 100 miles per week give or take 10 miles, you could be very very fast. But if your body struggles to handle increased mileage and the quicker workouts needed to run a fast 10k, then you won't run very fast.
I was 18 when I ran 29:55, then by age 24 was at 28:30. Things weren't perfect in those 6 years for me (almost stopped running and hobby-jogged for a year), so I imagine someone that's 17 and already in mid 30:XX speed, if you are truly able to get good training in over the next 4-8 years then yes, you could run under 28 minutes. But it's obviously not easy.
