I know that in NY, when they went metric (early 80's) the boys and girls were part of two separate national federations.
The boy's did 16/32, the girl's 15/3.
There is only one federation now but they kept the distances and it gets discussed every year.
The way it goes is this:
Preseason meeting:
Q. Why don't the boys and girls run the same?
A. Let's table that until the post season meeting, it's too late to change it now anyway.
Postseason meeting:
Q. Let's discuss the boys and girls running the same.
A. Let's table that until the end of today's meeting, we have too much to discuss about the season just past.
Discuss the season, people get pissed over disagreements and go home.
No discussion about the 1500/3000
