Assuming conditions are normal, what length spikes would be best? Also, I heard it's so hard-packed it might be better to wear track spikes, is this true, or should I keep wearing my XC spikes?

Track spikes, 1/4 needles.
Quarter or Eighth, wont matter since youre not going to qualify anyway.
Plus so many people at the back (where you will be) getting bottlenecked at corners that you wont be going fast either way.

OP, track spikes with 1/4 will probably be best, but cross country spikes with 1/4 wouldn't be bad either. Should be a great course to run fast on. Good luck!
Lol only hobby joggers worry about minor details like this.
Honestly if its a dry hard course eighth may be better. Or quarter. Makes no difference so dont stress about your gear its your training and ability what matters. Plus Footlocker regionals are always more about having fun than actually attempting to qualify.

Point being, stress about the race not the spikes. Dont blame the spikes if you end up running a slow time.

If they're lighter and still fit, yes.
I seriously suggest wearing racing flats.
