fyi - If a track is designed to have a curb and the curb is not there, cones are not allowed to replace the curb - except for short sections. For example for the javelin or high jump approaches on an outdoor track. Also cones are not required on the straight sections of a track.
Interesting that the use the same standard for indoor tracks. Since the curves are tighter on an indoor track and you have banking to help you lean, your center of mass should be closer to the curb as you lean through the curves - making indoor tracks effectively shorter.
