In the Czech Republic it's arrest and a $150,000+ fine if you are outdoors without a medical certificate signed by your doctor for those quarantined, and it's looking likely the entire population will be quarantined in the next few weeks.
In such a situation, going outside in running gear will lead to instant arrest and said fine, at least if you live in a city where you'll be noticed straight away.
This is going to have a massive impact on the development of young athletes in the Western hemisphere. No doubt in places like Kenya they will never introduce such draconian measures, and the police can easily be bribed off with $2 tea money anyway.
Why would missing a few weeks or even months of training have A Massive Impact on Young Athletes? I mean I have read of very high level runners, taking 1-3 months off from running to regenerate, also top athletes miss months due to injury or illness and come back fine, Look at Evan Jager he missed a whole year, runs his first race in over a year, runs 3:56 Indoors in a low key meet, over 4 months away from when his important races happen.
