Interesting that you were so sure of your answer, but were completely wrong. I would say for the most part it would be at least 30 seconds for a 5k runner at 18:30 pace, but as many have pointed out, it would vary greatly, depending on the type of runner, their footstrike and what type of training shoes they wear. 10-15 seconds difference is a very low estimate and most runners at any pace will improve much more than that by wearing racing flats. Certainly the weight has something to do with it, but the design of the shoe is going to give you the greatest improvement. It is amazing to me how everything changes once I am in racing flats.
