Ocarina is great and is certainly up there. But Metal Gear Solid, from the same year as Ocarina, for me tops it.
More recently The Witcher 3 is also groundbreaking. I was so impressed by it.

To clarify although those started off as PC games I think they made them for Game Boy and SNES.
Doom for sure was SNES and Game Boy.
Too hard to say. How do you compare across time and genres? Super Mario Brothers (NES) versus Red Dead Redemption 2 (PC, 2019). Sure, they are both video games, but it ends there. The scope, story, execution are totally different galaxies. Like comparing Gunder Haag and his 401 mile to Kipchoge and his 2:01:39 marathon. Yea, they are both runners, but due to the era and events run, they are not comparable.

The new TR games are a lot of fun, for sure. I think the first one might be my favorite, just because I liked its story more than Rise (and I was more "surprised" by it, because it was the first, if that makes sense). I actually haven't played Shadow yet, but I need to. Waiting for it to go down in price.
My two favorite video games ever are Ocarina of Time, like the OP, and the first Half-Life. Kinda funny they both came out in '98. I guess that is when I was first starting to go from randomly playing video games to actually EXPERIENCING them as an art form, if that makes sense.
What is the best one ever? I think both Ocarina and Half-Life are contenders, but there's several others in that field, as well. There's probably at least 50 or so games that could vie to be the greatest ever, with several of them being in the same franchises (Mario, Zelda, Grand Theft Auto, etc.).
The game I was most ADDICTED to ever was probably Guitar Hero, though. I got hooked on that game [I originally said "s---," but apparently this site won't let me use that word, despite the insane bigotry I see posted on here on a daily basis...logical].

IIRC, one could hook the power pad up to it and run in place.

Shadow is a lot of fun. They just released the "Definitive Edition" where it comes with all the DLCs. The DLCs are okay, not as good as the one's in Rise.
Shadow has a lot less combat than Rise, but a lot more puzzles and exploration. It's best moments are probably better than those in Rise, and Lara's character arc is better than in Rise, although the main story isn't quite as good.
To best experience Shadow, I recommend a 4k TV and one of those 4k compatible consoles (Xbox One X or PS4 Pro, depending on which one you use). Shadow is absolutely gorgeous in 4k. Some scenes look so life-like and gorgeous that you just have to take a moment to step back and appreciate it, and maybe take a screenshot while you're at it.
Super Mario Galaxy 2 for me. Very creative level designs. The graphics were very pretty. They were hard enough that it was a challenge, but not annoying difficult. The music was incredible. The game was a lot of fun.
Honorable mentions to Team Fortress 2, Skyrim, Zelda: Breath of the Wild, and Sleeping Dogs.
