No, the University of Chicago and Swarthmore are among those known to be hardworking places. Williams is hardworking for 5 nights a week, hard drinking for two, and a lot of sports. All three are very high quality schools.
Every university will have people partying. But some cross country/distance track programs have athletes that focus a great deal on training and competition. They will still party/binge drink, but it will be done in specific times and won't be a common thing throughout the year. Common times for this is the first week everyone is back at school, there might be a get together with some drinking. Of course the athlete doesn't HAVE TO participate, and they can drink a responsible amount. Another common time is after the cross country season is over. Another common time is after the Indoor conference championships or NCAA meet if the team has NCAA qualifiers. And then again after the Outdoor season. So just a handful of instances throughout the year. If a team is partying too much during the actual season, they're probably not very good.

William and Mary comes to mind - very hard working, but it is a greek-based party school on friday and saturday nights. After some "unruly" behavior in the early-mid '00s, W&M clamped down on greek parties, and let in a bunch more international students (that don't usually go greek and have full intentions of doing well in school).

Extra religious schools typically have low partying, but then again they typically don't have high academics.
You never find high quality athletic programs at schools without parting though.

It is a given that when you put thousands of 18-22 year olds together with new found freedom and underdeveloped prefrontal cortexes that there will be typical binge drinking, partying, and making their social networks a priority.

It really comes down to personal choice. Yes, there were a lot of parties on weekends and bar nights during the week when I was in college, but myself and my teammates did not party during season. End of season party, sure, most teammates would go to these parties, but even then there were many who didn’t drink. If you want to reach your full potential you will focus on training and academics. That can be done at any university. If you want to run well and do well in school you won’t be getting drunk at parties every weekend. In fact, many weekends you should be traveling with your team to meets anyway.
