They announced where and when he dropped out on the broadcast and Kosgei had was still far behind that point.
It doesn't matter. What does matter is whether Rupp will be at 100% by Leap Day 2020.

Farah 8th, Rupp 9th at 35K, both now on 2:08 pace, but continually slowing. Rupp ran 16:10 for the 5K from 30K to 35K. That's slower than women's leader Kosgei is moving at this point.
Rupp gave up at 35K, and was running slower than Kosgei who might have caught him in the last km or finish quite close. Seeing that Farah finished in 2:10, Rupp crashing out could have finished in 2:13 or 2:14.
He dropped out before getting caught. He made the turn on to the bridge at 22.5, stopped, grabbed his calf, then sat down and fell over.

He would have heard and scene the lead woman car coming up on him. There are plenty of opportunities to catch sight of the car on the course. Rupp bailed rather than face being chicked.
