What: I have no idea. I kinda doubt exogenous ketones could be of any significant benefit halfway through a 1 hour or less effort, and basically we have absolutely nothing else than the OP (who probably works for a Keto drink manufacturer) to lead us to believe it is. And for some reason I don't care. What works for him could very well not work for me anyway.
Why: whatever it is, maybe he has run enough of 1-hour-or-so runs to determine that he felt better drinking it halfway than not drinking anything? Doesn't mean everyone should start to do the exact same. I for one find it worth the slow down to drink a quarter cup of soda + 1 or 2 quarter cup of water depending on weather (in a race where there are stations, I wouldn't bother the hassle of carrying a bottle while training for less than 75min), but some might be different.

In a half marathon, your body is using mostly glycogen and glucose. It only uses a small amount of fats which are stored in the muscles, Intramuscular triglycerides of which you have a plentiful supply.

Could this explain the drink debacle for Korir and Biwott in Rio? Perhaps one was using the drink and the other wasn't - one got sick and one couldn't maintain the hot pace without a boost.
