Wow, that's really an embarrassing blunder from the German commentators!
I thought that the "mom" did look very young but not impossibly so and there seemed to be some similarity. -
Does anyone speak german? The commentators were clearly doing a split-screen but were they saying it was the mom? It's definitely not a sister as they are only three kids in the family according to Niko's college bio (two brothers and Koko).
The grey haired women does appear to be their mother.

The commentators claim that the cheering woman in the colorful top is the "Mama" (mom). At ca. 12:30 they say "Das ist ihre Mama, links im Bild" (that's her mom, to the left). I am not sure what total makeovers could do to women ;) but this is clearly a different woman (and considerably younger, I'd say) than the one on the instagram pictures of Niko.
And they are three kids: Niko, Konstanze and Leo. There are more family pictures by niko_kloster on Instagram where one can see all of them in several combinations. -

Nah, I was wrong. Denise Schumacher was actually in the race taking 9th place. -
The interviewer says "We have seen your mother" but KK only comments that it's nice that her parents are here, now she that she is in Europe. And that it was too loud to hear the lap times later on.
It's true that the two women are roughly in the same corner (close to the start) as the guy who called out the lap times (Oliver Mintzlaff of Red Bull, her PR etc. guy) who is visible at ca. 18:30 during her honor lap, I think the other guy a few seconds later is her former German coach, Weiss, in any case it's someone wearing the grey-red German coaches/support team shirt).
You can see the other woman (that could be Denise Schumacher, not sure) taking a picture after the first lap and hear one person calling "Neunundsechzig, siebzig" (69 - 70). -
I think they talk about her mother in the stands at 22:15
Then talks about the Oregon project and I think addresses criticisms of her 'suspicious' improvement -
I took German in high school. Klosterhalfen doesn’t say who those people are. When they show the pictures of the two women in the stands, she refers to a male who took her splits during the race. And they said her mother was there, but they didn’t say that she was in the picture. Seems like they are just randos happy to be on the jumbotron.
