Like do you mean from a geographical standpoint or a political/military safety one? Syria would be pretty hard.
Mongolia would be in the running here. Very little infrastructure, and the Gobi desert make for tough sledding. No Gatorade just fermented goat milk.
You might throw India into the mix. It's huge, it's oppressive and has all sorts of nasty critters.
I would have to go with Jupiter. The size is immense and the lack of oxygen is fairly overpowering..

I’d say anything with a well established road network should be ruled out. Traveling 15 miles through dense forest or extreme mountains is harder than doing 200 miles on a flat road.
Even though Russia is by far the longest, if you don’t run in the winter it shouldn’t be too bad (geopolitics aside). Can probably bang out 100mpw for a few months, sit through the winter, and then do it again.

That's pretty lame. 45 to 50 miles per day should be possible. Not in winter of course.
Chile, north to south, has to be up there. I bet some Argentina path(s) would be hard as well.

If they're on skis, then they're not running. Not all the way at least.
A country with extreme heat, like in north Africa or southeast Asia, would be more hostile to running than extreme cold. There's video of a guy running long distance at 50 below in Yakutsk. But there is no way to dress for temperatures well above 100; if you run very far in that, you're dead.
Somewhere with war coikg on. But if you want a true adventure I suggest Norway from South to north

Actually, Ruta 5 from Arica to Puerto Montt (2/3rds of the country) is pretty smooth, the only complicated part will be Carretera Austral (both due to weather and logistics). I hope ferry crossings are allowed, if not, count a few mountain passes to and from Argentina.
