1983 may be the dirtiest WC ever. Nearly all the women's medals gold silver and bronze, were won by Eastern Euro women on state sponsored doping programs.
I'm not sure why anyone would call 1983 the "high water mark" unless you really just like seeing white people win. Years later, there were great HaileG-Tergat and Bekele-Sihine duels in the distance, there was Lagat's 1500/5000 double, there was all that Usain Bolt stuff. That's just for starters.
Nah - 1991 in Tokyo stands out for me for one reason.

That was simply an amazing series of jumps by those two.
