It isn't, but the unexpectedness of it could easily have cost him a full second. A hurdler would be expecting the hurdles and would have trained for it.
The OP, on the other hand, would not have anticipated it. It could have screwed up his race plan quite a bit considering how early it occurred.

I'll give him 1.29 sec. Enough for a sub 55, but he doesn't deserve to bump that other guy out of 46th place.

You looked hawt during your warmup but kept brushing off my attempts at conversation, so I figured that dropping the javelin as you went by would be just as good as the pickup line that I had in mind.

If he did get hit by the javelin, would the race be re-run if the meet officials saw it and if he wasn't seriously injured?
If the answer is yes, what if this had occurred when the runners were close to the finish line?
If the answer is no, what if multiple runners had to avoid a thrown javelin?
