Add my info to your study. I can barely touch rim on 6/10 trials. I am 5-10, 165 and a 2 flat guy.
Certainly no windmill touching the rim.
If the OP is serious, most people can’t dunk. And especially most distance runners.
And I can only touch rim when I either haven’t run or am doing little mileage.

Props to the OP for a great thread. I may be misreading the replies, but it almost seems like some people are taking seriously the proposition that there are NCAA XC runners who could windmill dunk. I suspect those people don't realize what a windmill actually involves. Still, I suppose there could be a crazy outlier out there somewhere. It would probably have to be a very athletic 800/1500 guy who runs for a school with some great runners up front then a big drop-off in depth so that he squeaks onto the team as a 5-6-7 guy and makes it to nationals.
As an aside on the general question of running and dunking... I played basketball in HS as well as running. I'm a little over 6 feet tall, and played point guard. I still play pick-up once a week (I'm in my 40s now). I was a middle-distance guy (3:42 1500), but have touched the rim on a legit hoop a grand total of once in my lifetime. That was in my last year of high school, when I had mono and couldn't run for six months. So having a prolonged and debilitating infectious disease was better for my vertical than running.

Love this thread! I would expect the answer to be zero. Even a taller, stockier 800 specialist would likely need to practice for a few weeks or months before he could windmill dunk.

I will say that in my case I played basketball since age 5 before becoming a runner in 9th grade. I am 6'1 but I do personally know a state champion XC and 1:49 guy who could not only dunk but do windmill self alley oops and he was the same height as me. another guy on my team in hs was a 1:56 16:39 guy and he could dunk with ease. he was 6'2 though. I do doubt smaller guys like Eric Jenkins, Justyn knight, or Cheserek could dunk.
Any decent athlete can throw down a windmill dunk on those hoes

So there we have it. The only confirmed windmill dunker was above 6 feet and an incredible athlete with an abundance of fast twitch muscles in his legs.

I'm 6'3" and played high school basketball. I could grab rim while I was playing basketball, but after 4 years of college xc it was all I could do just to touch rim.
I am absolutely certain there is no D1 male distance runner (1500m and up) in the country that can windmill dunk. There are guards in the NBA that can barely windmill dunk, some cannot. Running kills vertical hops. There is just no way. Prove me wrong. Show me video.

I'm kinda surprised by these responses. I'm 5'10" and was a 4:06 1500 runner (not that impressive) in college and I could easily grab the rim and could dunk with a volleyball (couldn't palm a basketball). I'd think there would be more folks out there who were a lot more talented than I was. I don't think I was that unusual.
I couldn't jump and then I started running 70 mpw and I can jump even less now.
There's NO WAY unless it's an 800 guy on the roster
Follow up... I'm now almost 40, still 5'10", run mostly 50k - 50m trail ultras somewhat competitively on the local scene (I'll put in over 100mpw on big weeks, usually 60-70 during the Summer), and I can still touch the rim. Not humblebragging, just surprised that people think this us unusual. Put this in perspective for me - actually unusual?
There was a pretty good miler for LSU 8 or 9 years ago who was about 6'3" and would regularly warm up for his races by doing a variety of dunks instead of jogging around.
