I think the plane does take off.
It would be a 10k-half marathon runner. They just have to stay within 200 meters of the world record in shorter events, so obviously they'll be ahead of a sprinter. A 1500 runner running 3:28 wouldn't be able to beat a top 10k runner, since top 10k runners can run in the 3:35 range, nowhere near the 200 meters ahead. But that 10k runner could run their 10k at 26:45, the 1500 runner would be hard pressed to run 27:20 which would get passed by the 200 meters. And a marathon runner probably isn't going to be in 27:20 shape either. Rupp was in 2:06 shape this year and barely running around 28 flat. And anyone running significantly faster than 28 flat in a 10k who runs the marathon is probably more a 10k runner who just decided to run a marathon, but isn't really considered a marathon first kind of person. For example Kibiwott Kandie ran sub 27 10k on the road last fall and then didn't even run 2:10 at New York marathon.
