Assuming an outdoor 400m track.
The two runners start at the same time; the first to be able to lap (technically half-lap) the other one is winning (so he/she has to do 200m than the other in the same time).
Which specialist would be better suited for these events? I am thinking of 1500m specialists.
The 400m specialists could go for a quick win but they will probably slow down and be unable to restart.
Does this event exist?

If you meant 10,000m specialist, then I agree.
A top-notch mile specialist can run 4 laps at maybe 56 seconds, or 28 per 200
A top-notch 10k guy can run 25 laps at, what, 64 seconds -- ie: 32 per 200
That means if they could both run their particular speeds on and on (impossible for the miler), the miler would overtake the 10k guy after four laps.
So as long as the 10k guy takes off at slightly faster than race pace, the miler physically can't catch him -- even at WR pace. Beyond four laps, you know what'll happen

Exactly! The shot putter would just club him before he could pass him and it would be all over. There's lies Mr. sub-4 miler sprawled on the track while the shot putter celebrates a victory lap and wins!
How would it play out with 4 runners spaced at 100m intervals? Once caught, a runner is eliminated and last (wo)man standing wins.
How about an indoor 200m track? I don’t know hos 1500time, but I’m still tempted to go with Bekele or someone like him.

The current best distance runner of course, Kipchoge. Good luck trying to put 200m on him before lactic kicks in. It's not like he can't run 58 sec 400m for 4 laps at least and then it's over for whoever is against him.
What about 10K Mo vs marathon Kipchoge?
The answer depends on who the second guy is. If you put a very slow guy on the track, then the answer is Norman (400 meter guy). If you put Norman on the track, then the answer would probably be a 1500 meter guy. If you put a 1500 meter guy on the track, the answer is probably a 10k guy.
This seems like a good monotony breaker work-out. 1/2 team on one side, 1/2 team on the other. 1200m "parade" tempo - then go. Get passed by the other pack you're out. (Coach to stop if people start really racing or go beyond a time/distance limit.
Take as many people as you want, place them all an equal distance in front and behind the next runners. Once caught that person is eliminated. Last person standing is the winner.
You've essentially described a running version of the pursuit event in track cycling. In the pursuit, however, the race ends either with one cyclist catching his opponent from behind, or recording a faster time (If the opponent isn't caught).
The pursuit is usually held over a 4k distance for men and 3k for women. There are also team versions of the pursuit, with riders in pace line formation.

This is a totally different event. If you place 20 runners 10 meters apart the winner will be a result of luck. Could you imagine putting Bolt or Van Niekerk 10, 20, 30 meters behind Bekele, Geb, Kipchoge and Tergat? They'd eliminate them quickly only to be eliminated by someone else right after. But if you put Bolt or Van Niekerk 10 or 20 meters ahead of Bekele they'd be caught after a few minutes.

How on earth would Mo put 200m on Kipchoge? He has 26:49 and 7:27 at 10km/3km. The thread makes no sense since no one could put 200m on an world class distance runner, hence the best one would eventually catch whoever is racing him.
Today, the best is Kipchoge so whe wins 100% of the time.
I have no idea about the answer to the question, but I love the concept of pursuit racing in track & field.
