My guess is you either don't coach or haven't done much research. There are some runners, the 400/800 type, that might benefit from this. But more often than not, racing over-distance is the common practice- mixed in with under-distance race or reps afterwords (typically 4x4 for college)
Also, let's keep in mind that this was a home meet. It's not like the guy tapered and traveled to find a competitive mile race. He jumped in a low-key mile race that was happening in his own back yard. Basically the equivalent of a high school kid running an off event during a dual meet.
Even if we can't all agree that it makes sense for an 800m runner to step up, we should all be able to agree that this particular race probably doesn't matter much either way.
