It's not an unreasonable rule.
The condo association undoubtedly has the right to make rules.
You've been given notice and there is no negative impact on you unless you decide to ignore the rule after notice.
And why would you specifically take your shirt off to do sit ups (sit ups, by the way?) on a hard floor?
At the end of the day, no harm, no foul. Keep your shirt on and keep on working out. Everyone wins.

What does this have to do with the price of tea in China? Think hard on it. Why do they require shirts in a gym? Sweat and smell smeared all over the machines ... no good. Maybe not this guy, but certainly some people do this. Don't look so hard for something to be outraged about.
Ok so just go bollock naked from the waist down with a shirt on top and you're sorted.
I'd also rock a cap back to front, preferably with an LRC logo on it for sheer balls.

They have rules in then condo before you buy in. If you don't like the rules, don't buy the condo.

This was my thought as well. If no one was around to see him doing sit-ups at 4 AM, how did the property manager know he was in the gym? I would HIGHLY doubt that she comes in every morning and reviews over 12 hours of security video just to catch someone exercising without a shirt.
