Yes, I think Caster had purposefully avoided breaking the 800m WR. No, Caster did not purposefully lose the WC 1500m; why would she bother entering the 1500m if she didn't intend to win; why waste the effort. I can't imagine SA or any federation would happy with an athlete who did not compete to win. Also, what makes you think she was capable of beating athletes whose 1500m PR is 5 seconds faster than hers.
With that said, she would have had a better chance at winning if she had been closer to Faith, but I think silver is the best she could have done.
