Are you possibly using Jack Daniels? My 5k was 5:10 pace and they said I could run between 1:10-1:12. I could never get that fast.
Isn't this pretty close to what the best runners in the world hit between 5k and marathon? That is usually only ~45 seconds difference.

When I was fast, my best 5K pace was about 5:45/mile and my half marathon was 6:00. Now THAT's a small variance.
Totally normal. If you follow Daniels, your 5K is the equivalent of running a HM at 6:26 pace (VDOT 55 vs 54.3), so you're only slightly slower than predicted, and within the range that weather or a hilliler course might be the difference, not your fitness.
But,yeah, it's weird that people can run twice as far by slowing down their race pace such a small amount - from 5:55 for your 5K to 6:08 for the equivalent 10K is just 3.7% slower. That's also what makes racing so interesting, and what makes the stakes in getting the pace right so high.
