In all honesty, just sit near them, and when you see them get excited over an upcoming or current event on the track you can ask them if they run that event. Then that might stem in to a casual conversation, then you can go as deep as you want after that.
Example:
*attractive guy sitting watching meet (will probably be in a group)
sit in the same row as him, maybe just a spot or two to his right or left so that you aren't awkwardly sitting next to them right away.
*3k runners come on to the track
*guy gets excited, body language changes and he tells his friends that he is excited.
You: "Were you looking forward to this race?"
Him: "Yeah, I like watching (insert elite name here) race and wanted to see them in person."
You: "Nice! Do you run this event, too then? Or are you just a fan?"
and then boom, conversation started.
