I think you are confusing "caring" with the ability to influence an institutions choices.
It is against the law to discriminate in any way shape or form, therefore, administrators don't give a rip about what the NCAA would like to see or might prefer. They keep track of those stats for demographic reports only.
I can absolute promise you that an athletic director is only concerned with their own president/board of trustees opinions on things like this.

AD from Adams suspended him for the RMAC Indoor in 2017 that his kids led to both teams victories.
Light got RMAC Coach of the Year watching from home.

Like the regional sites. How does he keep getting jobs?
I didnt even know ASU had a sprint job open. Or did they just give him the spot that used to be for a distance assistant..?
People move around. So what if Devin West hasn't found a home yet. I truly don't understand why track coaches must stay in situations that are not a good fit.
