If you did it this way, just based on actual finish time, you would have to collect the fees after the race. Good luck on that one.
You would have to charge based upon expected finish time at first registration and then everyone would just say 15 minutes to pay less.
Charge everyone $40 and then mail them a check for the difference. You run 16:00, you get a check for $24 back. You run 32:00, you get a check back for $8. As an RD, you know damn well probably 1/3 of the people won't cash the check so it keeps money in your account!
