They estimated the bureaucratic cost of USA swimmer lies, in terms of internal investigations, swap-outs of police, et cetera, was over a million dollars. When you're a high-profile person and choose to call something a "robbery" with great publicity, unsurprisingly the Brazil cops took it seriously and made major realignments.
The major issue is still that Lochte filed a false police report.

I agree. Trying skipping town when an active full-blown police investigation is going (at your instigation) in the USA, and see what happens.

You could say that the off duty cops made it possible for the on duty cops to pursue Mr. Lochte for a scenario that they in fact had created.
