USA Cycling did exactly this with the usps team and we know how clean that program was.
They're doing a very good job though. It's been the best part of a decade now and no real issues and not even a rumour besides 'you're fast so you must be doping'.
If you're talking about the track program too, they basically took a relatively weak sport and ploughed their best talent into it. Essentially, if a Wiggins, Thomas or Armistead came along for any other nation, they would be straight onto the road. Not for Team GB.
If you're talking Team SKY, that's just buying up the best riders, and they're not particularly dominant in the grand scheme of things.
