Could anyone please suggest a good measuring wheel with affordable price? Any particular brand is more accurate? How about this one? Jones Counter is too expensive for me.

That measuring wheel on in the link has six-inch wheels. For accuracy you want a larger-diameter wheel. Larger wheels better-maintain accouracy while rolling over small bumps and are easier to roll in a straight line. That's why a Jones Counter on a bike works well.
Why wouldn't a sensor-based bicycle computer be just as accurate as a Jones Counter:
They both measure revolutions of a bike wheel. If you think that the $19 bike computer might occasionally miss a revolution, just measure the course twice in both directions and compare.
I would think there's more potential for error in the assumption of wheel travel than in counting revolutions, and both systems use the same assumption.

(I had looked into this a couple of years ago and bought the $19 cyclecomputer as a result of that, but then discovered that someone had marked off increments of 100 meters on a nearby path that check out accurate as against my cyclecomputer and my GPS watch, so I now use that path for interval work.)
