It might be compartment syndrome.
I have had this problem with certain models of shoes. I figured out that it was likely caused by the laces being too tight or rubbing in just the wrong spot on the top of the foot. Maybe try lacing your shoes differently. The guy at my local running store was able to make some suggestions that helped hold the shoe snug but without making it so tight on the top of the foot.
Could be they're staying up too late...
You probably are either tying your shoes too tight at the base of your shoe, or running odd mileage. Try running on trails. Good luck.
I agree that it could be compartment syndrome. If it is b/c your shoes are too tight, then it wouldn't affect the calf. The blood goes there first.
It could be nerve entrapment or another nerve disorder a well. EMG or nerve conduction tests are less painful (I hope) than compartment syndrome. I had the comparment syndrome test done last week with inconclusive results and I will have the EMG and nerve conduction tests in two weeks. Increased compartment pressure can cause nerve damage. See a doctor.
