I clearly wrote that there was no mention of a rolling start. It could just as well be off a standing start.
Even if it was a rolling start, he ran a 21.7 at the end of a series of 10 X 200m with only 30-40 secs rest between them, all in 24/25 secs. You really think he couldn't run significantly faster over 200m at the peak of a season in a one off race while fresh?
Coe split 22.1 for 200m when he ran a 45.6 relay leg from a standing start after stumbling and hobbling at the takeover, at the Palace in early 81. If he can do that and continue running another 200 in 23.5, easing up at the end, then he can certainly break 22 sec in a one off race from a stationary start for 200m.
