not certain that it would be a plus.
The runner would have to stop and put it on.
I don't believe he could put it on while running as the jacket would probably be very stiff.
also, it probably wouldn't stay cold long due to your body producing so much heat.

Getting it during the race would probably fall under the outside assistance rule.
Also, the cooling effect would eventually go away. Even while you had it you would be carrying a lot of extra weight.
I'm doing a 1/2 in Fl. next month after training all winter in the N.East & I plan on wearing a bandana full of ice around my neck just before the start. Helps me here in August & lasts me about 4 miles (and I'm slow). Would last up to 6 miles for an elite dude. But as far as me 'planting' one out on the course & switching them out, the 40 seconds or so it would take me would be a bear to make up.
