I saw an officer running to a crime scene once.
He was a couple blocks away huffing and puffing and probably running 6 to 7 miles an hour. Not joking... I was just laughing to myself. Could not believe how out of shape the officer was.. I was going to ask him if needed help
Is the cop wearing all his/her gear? Is the runner just wearing shorts and flats? If the eluding elite had to wear a bullet proof vest, carry a gun and ammo, taser, boots and everything else, the best suited would probably not be a runner but a javelin thrower. I'm a runner and I think a lot of runners would buckle under the weight.
Cops have to run 1.5 miles in 15 minutes, and that's only as they are training to get in. Once they get in there health diminishes pretty fast with the added stresses of the job. So, I'd say anybody who can run 7 minute miles can outrun 99% of cops. Then you have to obviously have upper body strength to climb fences, etc.
Now a better question would be that kind of elite runner can outrun police k9s? I'd say one of the fast marathoners.
Running from the cops is more about being smart than being fast. Anyone fit can get away. It's what you do once you are away that keeps you away, not speed.

In theory it would be someone who is a 400H/800 runner.

In Minnesota, It's illegal for police to taze someone running AWAY from them, so as a 1:58 800m, they will never catch me at a house party.

My academy required 12 minutes in mile and a half. That was following all the strength tests. At the time, I coasted it around 9min. I went in at 21 when I was transitioning from being a mediocre middle distance guy ( 1:56/4:19 800/1600 guy) to longer events.
Granted many of you could out run those guys. A lot were very fit, just not runner specific. Pathetically, many let themselves go.
I am not very fast anymore. Recently posted a 1:27 half. But with my radio and better knowlegde of my area could probably keep up with average letsrun poster in a foot chase.

I really don't think there's enough there to make a reality TV series from that.
Coach Mike Scannell was a police officer before he moved to Michigan. There's a story about a rash of burglaries taking place. As the story goes, Mike responded to the call of a burglary in progress and came upon the guy, who then simply took off running, Mike just ran the guy down. One of story's has the guy looking over his shoulder as Mike was running him down screaming "WHO ARE YOU!?!?
I am a retired Military Police (Army) and over the years had 2 guys try to run from me....they didn't get far. I have a really good story that I love to share where I gave a guy a two week head start....and still caught him. True Story!
