If there are fences or other such obstacles, 3k steeplechase no doubt in my mind. If we are talking no obstacles, I'd say 800 runners. Speed enough to create separation, endurance to maintain the gap. Makhloufi would be amazing at running from the cops.
Maybe an 800m guy is "best", but really, any elite runner could do it. How likely is it that the cop can keep chasing for more than 400m? No chance. Any elite runner, 100m to marathon, could put a gap on him and lose him within a quarter mile, no problem. Most cops are probably dropped in less than half that distance.

Its not the cop that get you its the radio. I say steepler has the best chance but once the dog and helicopter gets there he will never dance again.
Well, Rudisha in 1:41 form is not going to be caught on foot by any cop in the world, whereas it is possible that Rupp in 26:44 form could be, so I would much rather have the 800m versatility, as there is no doubt that Rudisha could even run 14:00 for 5000m if he had to.
800m/miler that is coordinated. Lots of hurdles and steeplechasers can hurdle but can't jump fences or anything. So i'd say it takes a special kind of runner. But a 800/miler would then again, a cop would give up after less than 400m.
To escape the cops you have to be fast enough to be out of sight within about 1 minute, after that cars will be speeding to the scene and any further running is out of the question. Within a city, a 400m runner is fast enough to get around two or three corners and then disappear up or down a staircase, over a fence, or blend into a crowd.

Ding, I know for a fact that a 1:45 800 guy outran a cop who wanted to bust him for smoking pot. --Back when that was a thing.
Cop yelled: "Stop buddy, you'll never make it."
Runner turned and yelled: "Looks like I already made it!" And whoosh. Never caught.
