The problem with poor people from poor nations is they seem to think that everything rich nation's have was stolen and corruption was the only way things got done and people got rich. This is how they justify their behavior.
Unfortunately this is what the IAAF has to deal with, poor athletes and poor federations justifying their bad behavior because to them its what everyone else does.
I'm sorry but are you saying that the rich nations did not completely destroy the poor african nations during the African Colonial period? Really? Do you honestly think you can win this argument. They stole directly FROM the poor nations.
The African nations benefited from the knowledge and investments from the colonialists.
Whether they should have paid more is a different question.
Look at the agriculture systems introduced and all the plants introduced.
Imagine what the continent would be like without the West.
